Student Portion of HEERF Reporting:
REPORT ON HIGHER EDUCATION EMERGENCY RELIEF FUNDS (HEERF UPDATES)
Northeastern Technical College is required to provide regular reporting to the United States Department of Education (DOE) on the usage of funds authorized by the CARES Act. NETC recently submitted an annual report (reporting period of March 13, 2020 - December 31, 2020) to the United States Department of Education (DOE) on January 29, 2021 for the CARES Act: Education Stabilization Fund.
Funds received by Northeastern Technical College under the CARES Act were authorized by Congress and signed into law by President Donald Trump on March 27, 2020. The information provided below is intended to not only meet the reporting requirements of the CARES Act but also provide information to our college community regarding NETC's usage of the student grant portion of the Higher Education Emergency Relief Fund (HEERF).
1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
Northeastern Technical College acknowledges signing and submitting the United States Department of Education Certification and Agreement for Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act on April 13, 2020. The U.S. DOE provided Northeastern Technical College with an electronically signed Grant Award Notification (GAN) on April 22, 2020.
Northeastern Technical College used no less than 50 percent of the funds received under Section 180004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution's Certification and Agreement [for] Emergency Financial Aid Grants to Students under CARES, CRRSAA, and ARP.
Northeastern Technical College has received $272,182.00 for Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, $272,182.00 under the Coronavirus Response and Relief Supplemental Appropriations Act, and $1,317,103.00 under the American Rescue Plan Act. Total amount received for Emergency Financial Aid Grants to Students under all HEERF acts is $1,861,467.
3. The total amount of Emergency Financial Aid Grants distributed to students under all HEERF Acts (CARES, CRRSAA, and ARP) as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).
Northeastern Technical College disbursed Financial Aid Grants to students as follows:
Coronavirus Aid, Relief, and Economic Security (CARES) Act - $272,182.00
Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) - $272,182.00
American Rescue Plan (ARP) - $1,317,103.00
Total - $1,861,467.00
4. The estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs.
Northeastern Technical College provided 2,885 students with emergency financial aid grants during the most recent distribution in June 2021.
5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act, CRRSAA, and ARP.
Northeastern Technical College disbursed Emergency Financial Aid Grant funds to 1,333 eligible students during the week of June 15, 2020 and 1,267 eligible students during the week of September 28, 2020. The College also distributed the student portion of the CRRSAA grant funds to 1,223 students in April 2021. Finally, in the most recent student portion distribution of the ARP grant funds, NETC distributed funding to 2,885 eligible students.
6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act, CRRSAA and ARP.
Northeastern Technical College utilized the college's student information management system, the National Student Loan Data System, and other data sources to identify eligible students. Actual award distributions were made available via check delivered through the U.S. Postal Service to the last identified address available in the student's admission record.For distribution of CRRSAA and ARP grant funds, Northeastern Technical College utilized income data provided by students via their most recent FAFSA (Free Application for Federal Student Aid) report. It was with this information that the students with the highest economic need were determined.
7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
To be eligible for CARES, CRRSAA, and ARP Act grants, Northeastern Technical College students must meet the following criteria:
- Students must have been in attendance at Northeastern Technical College at any point between March 13, 2020 (the day the president declared a national emergency as a result of the COVID-19 outbreak, which was also the last day of class prior to the transition to online learning) and Spring Semester 2021.
- Be enrolled in a program of study past the drop/add (census) date in a given term.
For the distributions of the student portions of the CRRSAA and ARP grants, students were provided the opportunity to consent to have the funds apply directly to their student account via their online self-service account or via mail-in letter.
After the initial CRRSAA student portion funds were distributed, the students were informed that the college would be accepting applications for additional funding to cover past due tuition or other emergency costs related to the COVID-19 pandemic. As of June 30, 2021, 18 students have been awarded a total of $28,916.72 through this program.
